Character quality bug

So a few days ago I set all of the ingame qualities to low (from medium) to see what it looked like. Upon reverting them back, the character quality still remained blurry. I tried setting it to very high and it still looked like crap. Restarting the client didn't fix it, and neither did repairing. Anyone know what is causing this? This is the most recent screenshot I have before i changed it to low quality (which was medium). Does anyone know how to fix this?
