Does this show up when you're loading into a match, logging in, or right when you open the launcher? If you can open the launcher you can try a client repair (gear on the top right of the launcher). If you can't even pull the launcher up you can use the Hextech Repair Tool found here; https://support.riotgames.com/hc/en-us/articles/202969434-Patching-Issues
