Gragas Oktoberfest Glitch???

Not sure if anyone else has been having this issue but when Gragas uses the Oktoberfest skin, he'll do his drinking animation and move on his screen but it doesn't register for everyone else and then he is teleported where he moved. My friend told me he also noticed this and I believe it's starting to become abused as it seems every Gragas I run into uses the skin. Maybe a coincidence but I can't say for sure. Anyone else notice this?
