[GAMEPLAY] Stated devourer bug on Ekko

If you were to get stated devourer on Ekko , the second basic attack will still apply only one stack of your passive. I tried this out a several times, and it never worked the way it should. I actually tested out Braum if it work's or not because they have similiar passives, but stated devourer does work on Braum .
