PBE Skins aren't Updated

New to the PBE, is there a reason why the skins aren't updated whatsoever. It says for me, the latest skin released is the star galaxy fizz, kindred, ect...

They should still be in the store. I know the welcome screen is out of date though (but that doesn't affect much).

Also having this issue. Newest skins are Taliyah and the super galaxy line.
