6.1 Graphics Bug

After installing the new patch the effects seemed as though it was set on a higher setting than what i put it on. I checked and it was on what I normally put it on but but regardless of what i did it still stayed increased yet I had it set on the lowest setting and it affects my FPS. Was wondering if anyone else is having the same problem and if it can be fixed somehow. So far a friend of mine has had the same issue but neither of us know why this has happened.
