HUD resolution and animations bug (gameplay?)

For around a month I've had this on and off again bug where the HUD has very bad resolution and the menu animations seem to glitch out and be on consistently. Please note that this has no actual effect on how the game is played it just isn't aesthetically what it should be. I've tried changing my settings and then changing them back but it never seems to work. I'm just posting this in hopes that I'm not the only one and riot will notice and attempt to fix this. For clarity I use the HUD on max size and do use animations. Here's to hoping that this is fixed.
