xin not being hit by abiltyis when using his E {gameplay}
in game when i played ekko
top, xin 
used E, his dash, on me when i tried to poke with my Q, it made him go through my Q but not taking damage or even getting my passive on him

You should probably provide a replay.
AFAIK Ekko's Q has a smaller hit-box before it collides with anything, so you may have just missed.

Xin Zhao is immune to the effects of most crowd control's for the duration of his Audacious Charge (E), however, any remaining duration is applied afterwards. If what you said happened exactly as you claim, that is a bug (note: hitboxes can be deceptive sometimes, and many dashes put a champion behind the target slightly, I believe Xin Zhao's is among those that do, so he may have made it to you before your Q actually finished casting and began to move away from your champion and began to hit enemies in the direction you threw it).
