Veigar witchcap bug

On Twisted Treeline veigar doesnt seem to get any bonus Ap from Wooglet's Witchcap. I dont know if its just a tooltip error or if he actually doesnt get the bonus Ap, but it shows up as 0 bonus Ap for him. This has only happened with Veigar that I have noticed.

Yes it's not just Veigar it's the item, I don't think it will be fixed though because Hexakill will be gone by the time league updates I think.... rip
