Person picking right before me let timer hit 0 and then it stayed 0 for a second then their pick went through. But then it wouldn't let me pick. It just kept showing 0 and the previous person's champ screen. It finally showed the lock in button for me after like 30 seconds, but it was only for 2 seconds and it was greyed out, so then it kicked me out for not picking. Was at 0 lp so whatever, but still annoying.
It sounds like you had a connection interruption during champ select, rather than the other player not picking, or picking late. Head over to the Connection Troubleshooting Log Reader. There, you can submit the Network logs from your match(es) and the log reader will show if you were having ping spikes and packet loss.
It will then direct you to solutions. Please work through the solutions it suggests, and if you need assistance or they do not work post on the Help & Support board and we'll try to help.
You can also narrow down the source of latency or packet loss by downloading the WinMTR Network Diagnostic Tool, then use that to run a traceroute to the following IP for NA (allow this to run for 5-15 minutes);
