[GAMEPLAY] Summoner's Insight Mastery does not reduce Smite cooldown
Straightforward, as the title says. Smite has a 75s cooldown regardless of how many points you put in Summoner's Insight. Should be 67.5s at 3 points (10% CD reduction).

That mastery seems so worthless now..
Wish they would make new masteries for this season.
I remember reading some-where that it effects the CD between 2 charges, could be wrong though

It does lower the cooldown though. It just doesn't make it generate charges any faster. But that 15 second cooldown in which you can use the charges is reduced. Which is...almost completely useless considering you don't get more charges in total.

This bug is still active or has just been activated by 5.12, I select summoner's insight 3/3 and when I enter the game 0 CDR!!!!! WTF ....take the time to fix this.....

It's not supposed to be 67.5s. It reduces the cooldown of the ability. Have you read the new patch? The cooldown is 15 seconds. There is now a charge-system, and if the charges on Smite would have reduced recharge rate it would be mandatory. Riot have stated that as it is now, it is to remain.
It does reduce the 15 second between you can use both charge. I'm not saying it's how it should be but you should give the whole picture.
