Cant change masteries

When you click on the pen icon to change masteries you can only see the top bar - an outline of where the page should open

logging in and out did not fix it changing client from low to normal setting didnt fix changing resolution of client didnt fix it
It's been doing that sporadically for a while. Pretty annoying.
fix by going to runes not in lobby of game, tried it on training, then tried it in ranked game and worked
