Image Attached: Champion Select Bug (image is clearer than the words)

So whenever i hover my cursor over a champ to try to select, it would show the champ, which skin is currently in use and the different abilities of that champ. Sometimes when i hover over it, it would be stuck on that champion until you hover over another champion, has anybody experienced this?
It hasnt yet happened in any of my serious games but the image attached shows this example after i try to edit my masteries. Result? Unable to do anything but wait...
