Azir's Sun Disc

So, I was playing Azir and I realized that my Sun Disc does the opposite of behaving like a normal turret.. as it says in the desc.

What I noticed is that, during a team fight under a sun disc I placed prior to the fight's outbreak, it targeted two minions and a Shaco box BEFORE even targeting an enemy champion.

Is this intended? Or is it just broken?
