Raptor's Cloak unavailable on Twisted Treeline and Howling Abyss, despite Talisman of Ascension

With the recipe change of Talisman of Ascension, there is now a reason to have Raptor's Cloak on those maps (before, you couldn't build the things that it built into [Zz'rot Portal and Ohmwrecer] so no reason to build this.

It's no a big deal, but it makes people wanting to build Talisman of Ascension having to save up more gold at once and/or waste more inventory slots because they can't purchase one of its tier 2 components.
