1 FPS Lock

For some reason, about every 10 games, my game will start with it locked at 1 FPS. The only thing that resolves it is rebooting my entire computer, closing league and restarting doesn't fix it. Does anyone know a fix? I didn't think to get a screen shot because i'm always in a panic to get back into the match. I don't have a way to recreate it, it just happens at random.

what about ending the process instead of just closing the window? the process might still be running. Worth a try next time? no idea about the actual issue.
