[GAMEPLAY] - Hotkeys not working

Quckcast, smartcast, w/e - essentially, whenever I've loaded up into a game, my QWER keys won't work. Usually I know this before I leave the fountain as I habitually press Y to lock the camera (unlocked camera masterrrace people, don't bother). So, I've had to play multiple games over the months without QWER, Y, 123456, D/F and B. Essentially, every single key needed in battle. It happens randomly, and I have no clue how to repeat it. It tends to stop after a reboot or a new Patch is installed, but it's frankly getting annoying.

I've experienced it mainly on Summoner's Rift in Blind and Draft queues (I don't believe I've suffered Ranked with this bug) as well as ARAM. It happened during my last game as Fiora - literally it's random. Lux, Kayle, Fiora, pretty sure it happened when I played Anivia once.

I've tried: Minimizing/Maximizing Closing League and reconnecting. Multiple times. Restoring default keys Connecting a separate keyboard (I play on a laptop)

I've no clue what else to try with all honesty - it's annoying and keeps ruining my games. I can't exactly play Fiora at any level of okayness when I have to reclick the damn icon to lunge again (Or ignite an enemy...)

Has anyone else experienced this, and found a surefire solution? I'm sick and tired of my games ruined because I can't play decently with any champion when I can't even flash in a pinch...
