Yasuo Bugs patch 5.23

I've recently become a yasuo main but have been playing league since Season 4. I've noticed that when yasuo has his knock up ready after he's already ulted off of another teammates knock up, his q will be unable to use at all. The ring will stay proc'd around him but you will be unable to use the Q for about 4 sec OR LONGER. It's really frustrating because when it comes to those clutch duels you'll look like an idiot standing around waiting to put in that final crit. It will happen every single time you do it. The bug happens 100% of the time. Also, I've noticed extended delay when playing quick cast when dashing through minions. Now, I don't know if maybe rito decided to shadow nerf yasuo in certain aspects to make him less lethal this patch, but a heads up would be nice. There's also some bug in where a knock-up will not allow you to use your ultimate , but the dotted lines are there to show you that you can attempt it. Why show the lines at all if I cant even ult off of it? Hope somebody else has encoutered this and can back me up. thanks.
