Client Bug

So I've been having to deal with this for a looooong time and I'm kinda wondering why no one has reported it of if it's just me, but whenever I level up (I make smurf accounts) and exit the post match game menu onto the regular Home menu, I go to my masteries and runes but I can't add them in for some weird reason, like the rune slot is still locked and so is the mastery point but this is fixed when I restart my client. It's just an inconvenience and I'm wondering if anyone has a solution or if Riot even knows about this bug.
