Gamebreaking bug with scuttle crab not giving movement speed boost.
I know this happens often, after you just kill the crab, but this crab was long dead at this point. So this bug is pretty game breaking.

Really though, this bug may not have been addressed yet because it's not very common. I've stepped on a lot of scuttles in my day and only 2-3 that I can think of didn't give the movement speed.
If you can recreate this multiple times in a custom game / practice tool then it's a real problem, but for now Riot has bigger fish to fry in terms of bugs. I suggest editing this post if you do find that it's recreatable and happens more often than I think, because then it becomes significantly more major.

the speed circle only gives movespeed out of combat, so if you get damaged you wont get the movespeed
