Champion permanent and 2 mastery 6 tokens don't unlock mastery rank 6

After acquiring two mastery 6 tokens for Karma , I was unable to unlock mastery rank 6 for her despite owning the champion permanent. This is advertised on the token as a possible way to unlock mastery rank 6, so either this process is bugged (possibly specifically to Karma), or the tokens are mislabeled with an unavailable option. After consulting both patch notes 6.10 and sources reporting on the changes made by this patch, it does seem that two tokens and the champion permanent should be able to unlock mastery rank 6. A fix to this problem would be appreciated.
