I was charged twice for on sale Gnar on 6/11/15 I've emailed riot about this but still haven't been refunded the second charge

Have you logged out of your client since then? Silly question I know, but some people leave it open full time. Double-charge is a visual bug that happens sometimes, and can be fixed by simply relogging. If you were actually charged and isn't just visual, then you'll have to wait for the response.

However, email isn't the correct or efficient way to do it. You'll want to submit a Support Ticket. They'll get with you probably within the day, not sure if it'll be longer being the weekend.
