So basically i bought rp and bought skins and a blood moon capsule and i really regret it! is it possible to get a refund on my purchase, and i dont mind losing everything i bought. i just really really regret it and i would appreciate a refund on my 35 euro purchase. i know it isn't a bug or anything like that but i don't know what board to put it on.
I don’t think you can. You already spent the RP, so I’m unsure if you can at this point.
Just ask support and maybe they can do something for you.

I don't think so. If you hadn't bought the capsule you could have gotten it all back to RP with refund tokens, but I don't think you can go from RP to euros.
Fair warning before you come across a random post on the internet - should you try and issue a charge back on your credit card for the RP purchase, Riot will lock your account until you pay them the 35 euros back.

As for your question: You will not be able to refund any capsules you bought, but you can refund up to 3 skins for RP in the Purchase History. Once RP is bought, the purchase is final and cannot be refunded.
