A bug or what?

Am I banned? Basically it might be my internet because I cant connect to chat (you know the bar at the bottom). But when I go to test my internet on a bot game (on my own) it says : Cant join queue as the following people are currently banned - BOYSAREBEST2. So I don't know.

However, when I go to join ranked queue it says : Oof. Something went wrong. Give the client a restart and buzz support.leagueoflegends.com if this comes up again.

I really don't know if I'm banned or what. I have restarted the client, restarted my internet (unplugged and plugged back in) so I don't know? Thank you for the time you spent reading this.

My friend is having the exact same problem. He recently was chat restricted from getting reported too many times, but I doubt this is how getting banned looks like in LoL. There should be a message or something. Therefore I think this is a recent bug and would like a Rioter to post on this issue.
