[Gameplay] Foxfire Ahri's flame effect isn't showing

Foxfire Ahri used to have a flame effect on her tails that distorted the environment, like hot air would do. Which really added to the flair of the skin.

It's been missing since 5.22, I believe, and is 100% reproducible.
