Volibear's Frenzy bugging on Blue buff (Gameplay)

Ok, this is my first time reporting a bug and I'm not even sure if this is considered a bug or not. I meant to report it right after the match but you know what it's like when you just wanna play one more game :P

Yesterday while I was playing Volibear in the jungle I went for blue buff at lvl 3 (Putting a point into each spell). I used my frenzy bite on blue buff but didn't get the cooldown being halved after biting a monster. And since that was like my third game of playing him I have never experienced that bug before.

I don't know why that happened, and I couldn't get it to happen again in my next game nor in that same game. It just happened once and I wasn't able to repeat it.

And no worries, my game didn't get ruined and nothing bad resulted out of that cuz I'm a pro :P. I'm not complaining or anything. Just wanted to help out ^^

If I can be of any further assistance to help provide more information about this bug/glitch then I'd be honored.
