Frost Queen's Claim Bug (Active Not Slowing Enemies)

Hi! Support main here. One of my staple item builds for utility supports is the Frost Queen's Claim , although after patch 5.11 I noticed that the active doesn't slow down or damage enemies anymore. I tried a couple of games to test it out because I thought it's just a visual bug, but after 5 games we found out that it's really bugged. Even enemy team witnessed it, unfortunately I don't have a video nor a print screen to back it up.
