[Item] Tear doesn't stack when using no mana.

Hey guys,

Today I noticed the kassadin w doesn't stack tear anymore, but it used to do that before this weekend. I know that much, because I build the tear a lot on this champion and while walking through the lane I constantly used the w when it was off cd to stack the tear.

While testing why it didn't work, I tried some other champions with no-mana cost abilities and none of them managed to stack the tear. The description of the item clearly says you'd get a stack on "spell cast or mana expenditure" and nowhere in the patches (7.23) it says anything about reworking the item. Tear does work with manaflow band, even though you dont use any mana then...

As it is a part of my standard build, I can't play ranked as long as it isn't fixed!
