tahm kench q bug

I've played a few games as the newest champ and I've noticed that some times his q doesn't stun when there are 3 stacks on someone. Some times it doesn't do anything, like no slow or anything, but most of the time when it doesn't stun it just procks the slow. I was just wondering if this was a random thing or happening to more people.
