Low ELO with High Elo Players

Lately on League of Legends, there has been higher elo players playing with low elos and the Higher Elo's are way worst than lower elos have anyone been getting this Bug lately? Low Elos being better than Higher Elo Players But Riot Matchmaking made us play with people who have lower MMR but higher Elo?????? Please tell how can these people with lower skill level than me have higher elo and is worst than me???? Riot matchmaking?? Please fix.
