volibear ult does not hit teemo at all

been playing volibear a lot, and everytime i come against a teemo the same thing always happens, i start to ult and all of my ults miss him for the whole duration, not sure whats going on im sure it is a bug, he is not steathed and it happens sometimes under tower or with vision on him, anyone else experience this?? thanks
