[Client] - Game won't start after starting a queue

I start a queue up on any of the modes, and the queue will start as usual. However, the queue will continue and the timer will rise and rise well beyond the estimated wait time. Max queues for each mode before cancelling: Aram - 17 minutes, Normal - 13 minutes, Ranked 5v5 - 18 minutes. At first I ignored this, but now it is becoming a problem because it states that I'm cancelling queues or leaving the champion select screen, when in reality I've been sitting in queue the entire time. More often than not, I'll then be given a penalty for actions I haven't committed.

My hypothesis is that due to the recent connection issues, the client will not show a game invitation ( accept or decline) due to a cut-off of information between my computer and the servers. This becomes especially apparent in that even if I am able to click accept, and 9 other players click accept, and by misfortune I am disconnected from pvp.net, the client will act as if I never hit accept and I'll remain in queue while in reality it will take it as if I've left champion select. I disconnect from pvp.net on an average of 10 sec intervals before 3 pm EST, and an average of 5 sec intervals after 6 pm EST. While I have a feeling this is out of my hands, I've posted here to see if anyone else is experiencing the same thing. I normally, don't mind restarting a queue, but it's becoming extremely disheartening when I receive 30 minute wait penalties for actions not committed.

My three questions:

  1. Can I be banned for receiving wait time penalties (so far I've received 3 today, one for 15 minutes, two for 30 minutes, usually in succession).

  2. Is this actually a server problem, which I'm assuming it is, or is it actually a fault within my network connection?

  3. I should point out that streaming media will remain streaming despite these problems within the client; is there anything I can do to mediate these issues?
