GAMEPLAY - Vi Q not usable in ranked 5v5

In the middle of a ranked 5v5 match. Vi's Q ability stopped working. The Q hotkey did not work and the ability did not work when moused clicked either. It was not grayed out or on CD. When mouse clicked, it blinks and shows the initial start arrow of the ability, but the ability could not be engaged. This lasted for several minutes and nothing would reset it including other abilities or TP. The only thing that fixed it was logging out of the game and returning.
