Thunderlord' Decree wrong scaling + CD

In the mastery page it says that Thunderlord's Decree scales with 20% AD and 10% AP and has a 20 second cooldown. Ingame it scales 10% AD and 20% AP, and claims it has a 30 second cooldown, when in reality it actually has a 20 second cooldown (As intended I guess).
