Vel'koz bug in champ sel
Is he disable in rank because he didnt show up for me in champ select?

I'm going to assume you own Vel'koz? If not then he wouldn't show up.
If you own him, can you see his picture in champ select and is it gray when the rest of the champs are colorful? That may mean he's disabled. If you don't see him at all, then either is a client bug or you don't own him.
