[CLIENT] I can't play draft pick... PLEASE HELP!

Hello,

I was recently playing Draft Pick Mode at Summoners Rift in patch 5.11 but when the 5.12 patch came I cant play Draft Pick and I cant see what is the required level when I point my cursor to the exclamation point It just says (see picture) ... I am level 19 and I have 17 champions including the free champs ... Please help me... Thanks!
