Purchasing Riot Points, Unlocked Skin and Disabled to play with.

I need help guys. I spend money buy purchasing Riot Points and then I unlocked "5 Hextech & 5 keys + 1 Bonus Set". Everything was fine, I won Skarner Earthrune Skin and I unlocked with essence, but it is not unlocked in my skins, I cant play my only one skin lot and the system will not let me play with, this is a serious bug and I feel really ripped off . Please solve my problem.
