Rune Page Selection Bug

When in a solo/duo game, I was unable to switch, edit, or delete my rune page, and when hovering over my runepage, it gave the message that I can select runepages at level 8.

Steps:

1. Enter solo/duo queue
2. Accept and enter champion select
3. Try to edit runes

Frequency: Once, non repeating
