Karthus and Teemo are removed from the mode entirely. Is that who you tried to pick?

Teemo yes, what he heck would anyone make a gamemode then ban a champ from it?

Teemo and Karthus have been permanently banned from One for All since the game mode's creation. Riot believed it would simply be much too unfun to play against 5 Teemo/Karthus, largely in part due to their ultimates. You can still play them in custom matches, but not in regular matches.
