Unable to move champion or type at the start of every game.

So around the 20-second mark of each game of ranked I play, I'm unable to move or type in the game. However, when I restart the client, everything works fine. But sometimes I'm down a few cs or we get invaded and I'm at an early disadvantage. Only started happening a few days ago, I reckon the new patch update has something to do with it. My ping and everything is fine. It's just a strange bug. If anyone has experienced the same problem and managed to find a fix, let me know!
