[GAMEPLAY] Randomly not able to move

Ever since I downloaded League on my new computer, I have noticed a bug that I have never seen before in the game. Sometimes randomly in a game I won't be able to move, noticeably around minions. I can't move for a few seconds, and no, it's not any form of cc causing this; it happens even when I am not around enemy champions. I even tested this in a custom game with no bots or anything on the enemy team. I have tried a full repair of my client to no avail and reinstalling the game. This has been impairing me in every game that I have been playing as it happens quite frequently.

I have included a video to show what I'm talking about in case my point isn't coming across as well, because it is a little difficult to describe. If there are any fixes to this I would appreciate any advice!
