Constant Ping Spikes

As of the past few months I've been getting ping spikes during my game that constantly set me behind. They seem to occur more often during teamfights (3v3+), but still happen in 1v1's etc, and as a Katarina main this is difficult to deal with as I can't afford to mess up my combo or I lose my shunpo and die. I'm fairly certain that the issue is not on my side as I'm playing on a CUK MSI GE63 Raider RGB Gamer Notebook and using a Netgear Nighthawk as my router (200 mbps). Still, I get l average 59 ping and get spikes that make it tedious to play League. It could just be that I live far from Riot's servers or that my ISP (Continuum) may not have a good connection with Riot but I can't tell because the LagReport tool keeps telling me that my account is unrecognized and that I need to create a summoner name (I'm level 276 on my main?).

TLDR: I have a good computer/internet but I still average moderately high ping and spike frequently. LagReport tells me that my account is unrecognized even though I'm level 276 so I can't tell if it's something on Riot's end or my ISP's (Continuum).
