Soraka E bug

Not sure if it's intended, but silence effects only stop flash from being used and teleport (as far as I've noticed).

Also useful to know as I did not know this, but the only things that completely stop use of summoner spells are Airborne, stasis and suppression. Any other disability effect you can use summoner spells (except flash and tp)
