Not sure if I'm getting Lag Spikes or FPS Drops

Well, I've played a few games on the updated SR and I seem to have random times when I just stop moving or I lose control of my champ for a second or two. Before the patch, my computer ran the game buttery smooth and I had no ping lag whatsoever but after, I'm getting these problems. Does anyone else have these problems or is it just me? Is it a bug or a glitch or something?
