Can't buy runes in the shop?

For 24 hours now I have been unable to purchase runes in the shop with IP. I can view the runes and filter them, select one, etc. However when the rune is selected, I can neither increase the quantity I intend to purchase nor purchase them. I've tried this on all the runes I don't already own 9 of, and all of them have the same issue.

Check to see if it is the ip issue most of us are having. The shop thinks you have a set amount of ip when you really have more. This sounds like that might be the case. If not you should maybe post a screenshot to help us understand more.
