You need to be good for awhile and you'll automatically get access to hextech stuff again... it's intentional edit: read more https://support.riotgames.com/hc/en-us/articles/209939463-Hextech-Crafting-Restrictions
It's not a flat time duration. It's based on your ability to play and not be toxic. If you play often, it tends to go away faster, as long as you're not getting (validly) reported.
