Sated devourer does not proc for Ekko 3-hit passive

Played a couple games with Ekko and bought Devourer into Sated Devourer. Noted it wasn't proccing his 3-hit main passive (not the w passive, although I'm not sure). Noticed it first when it didn't add any additional rings to the target. Intentional or bug?

possible bug but there is a timer after the first proc of his passive. so you need to wait inbetween passive procs, similar to a skarner or zed passive
