Remake bug?

So i started a ranked game and there was a player who didn't joined the game, he actually couldn't enter the game due to the fact that his game was crashing (he told us when he finally made it to enter the game and actually gave his 100% to the game). I remake after 3 min but i got the message that i can't because there must be a leaver to start a remake but i was 100% sure he didn't connect(from 1 min he didn't bought items and even if he was connected shouldn't the game have kicked him out for inactivity?) and is there anything can be done for this or else riot plz fix this because it feels bad to lose those Lp for no reason. Btw i have seen many people in the boards who have experienced the same issue in the past.
