Why is it that when 
places a bomb on an opponent champ, if that champ gets killed by an ally, you do not get the assist?

It doesn't do anything before it explodes. No damage, no slow; it'd be like Caitlyn getting assists just for targeting people with her Ult without hitting them. It needs to have some sort of effect in most or all cases to get the assist credit.
