Weird 20 FPS Bug

Hello Fellow Summoners,

Lately I've got a 20 fps problem. When I play in fullscreen it get capped 20 fps. When I play in windowed at the same resolution I get 70-100 fps. Is there anybody who also got this problem or somebody who knows a fix for this problem.
